On December 29, 2013, the City solicited proposals for Bus Shelters with Advertising program under RFP 14-P-008R. The City received only one proposal from Sun Pacific Power Corp which was opened on February 14, 2014.

The City of Titusville approved the award of contract to Sun Pacific Power, Incorporated of Manalapan, New Jersey for the installation and maintenance of a minimum of ten (10) bus shelters.

On February 26, 2014, the Bus Shelter Evaluation Committee met to review, discuss and evaluate the two (2) bus shelter designs submitted by Sun Pacific Power Corp. The proposed bus shelters include seating areas, solar panels for LED lights and signs to display digital advertisements. On March 25, 2014, a representative of Sun Pacific Power Corporation presented Council information on the proposed design of the structures, and other features which was received favorably by Council. Subsequently, since a number of issues related to the bus shelters were not addressed in the City Code amendments to the Code were necessary to allow the installation of the proposed bus shelters.

At this time, staff is requesting that Council consider award of a contract to Sun Pacific Power Corp. of Manalapan, New Jersey to design, fabricate, permit, construct and maintain a minimum of ten (10) bus shelters during a ten (10) year term. It should be noted that the proposed contract includes a ten (10) percent (%) share of the advertising revenue be provided to the City for the term of the agreement.

The recommendation is for Council to approve the award of contract to Sun Pacific Power Incorporated of Manalapan, New Jersey for the installation and maintenance of a minimum of ten (10) bus shelters, and authorize the Mayor to execute the contract.

Strategic Plan Impact: The provision of bus shelters can be viewed in the light of enhancing the quality of life of our citizens and providing cost efficient municipal services.
